Facebook is blocked in China, nevertheless Zuckerberg has learned to speak fluent Mandarin as indicated in the video, and joined the board of Tsinghua University’s School of Economics and Management a year ago. He was participating in a student dialogue with board members according to the Los Angeles Times, which also reported:

"Zuckerberg's relentless China charm offensive has also included hosting China’s Internet czar at Facebook’s Silicon Valley headquarters last year, and leaving a copy of Xi's [Chinese President Xi Jinping] collected writings in prominent view. A state-run news outlet in China later reported that Zuckerberg told the official, Lu Wei, about the book: "I want my colleagues to understand socialism with Chinese characteristics." (That's Communist party-speak for China's blend of capitalism and authoritarianism.)"

Zuckerberg posted on Facebook: “This was also my first real speech in any language sharing how I started thinking about Facebook's mission, what has kept me going through challenging times and what our mission means now looking ahead for our community of 1.5 billion people.”

The Great Firewall has switched from being a passive, inbound filter to being an active and aggressive outbound one. This is a frightening development and the implications of this action extend beyond control of information on the internet. In one quick movement, the authorities have shifted from enforcing strict censorship in China to enforcing Chinese censorship on internet users worldwide. CAC can launch these attacks quickly and easily and they have the technical and financial resources behind them to continue to launch DDoS attacks against any website, anywhere in the world... China proposes international Internet governance system - CCTV News - CCTV.com English: ".... Experts agree that the development of the internet has posed new challenges to national sovereignty, security and development interests.

"We need to strengthen communication, establish an international internet governance system based on multilateralism, democracy and transparency, and form a web space which is peaceful, secure, open and cooperative," says Lu Wei, minister of Cyberspace Administration of China.

"The internet is a cross-border web, while every country has its own law. Experts say internet governance needs a system which involves several different bodies, and China’s proposal is practical. Official data show that China currently has over 600 million Internet users. The number is expected to reach 850 million by 2015."
