Bloomberg Media (domains: bloombergmedia.com and bloomberg.com) debuts its built-for-Twitter 24-hour news network TicToc by Bloomberg on Monday, December 18, 2017--domain: twitter.com/tictoc, Twitter handle: @tictoc, hashtag #TicTocNews--with LIVE streaming video at live.twitter.com/tictoc.

According to Variety.com, TicToc will have a dedicated team of about 50 reporters, editors, producers and social-media analysts, overseen by M. Scott Havens, Bloomberg’s global head of digital, and Mindy Massucci, who is the editorial lead of TicToc by Bloomberg, which is being touted as "the world’s first 'social news network' combining Twitter’s global reach and user-generated commentary with the pedigree of Bloomberg’s news-reporting expertise."

For Twitter (NYSE: TWTR), TicToc by Bloomberg will the first 24-hour live network exclusively available on the social platform. AT&T, CA Technologies, CME Group, Goldman Sachs, Infiniti, and TD Ameritrade, are each paying between $1.5 million to $3 million to be "presenting partners" of TicToc by Bloomberg, according Axios.com.

TicToc's content will be a mix of breaking news content culled from Twitter (curated and verified by Bloomberg) combined with Bloomberg’s own live video reporting, and will be a completely separate product from Bloomberg Television. The @tictoc twitter feed is embedded further below.

YouTube, a subsidiary of Google (Alphabet Inc.), is a video-sharing website with headquarters in San Bruno, California. Created by three former PayPal employees (Chad Hurley, Steve Chen, and Jawed Karim) in February 2005, it was acquired by Google in November 2006, for US$1.65 billion. The site allows users to upload, view, rate, share, add to favorites, report and comment on videos.Content includes video clips, TV show clips, music videos, short and documentary films, audio recordings, movie trailers and other content such as video blogging, short original videos, and educational videos. Most of the content on YouTube has been uploaded by individuals, but media corporations including CBS, the BBC, Vevo, Hulu, and other organizations offer some of their material via YouTube, as part of the YouTube partnership program. Unregistered users can watch videos on the site, but registered users are permitted to upload an unlimited number of videos and add comments to videos. Videos deemed potentially offensive are available only to registered users affirming themselves to be at least 18 years old. In December 2016, the YouTube.com website was ranked as the second most popular site by Alexa Internet, a web traffic analysis company. YouTube earns advertising revenue from Google AdSense, a program which targets ads according to site content and audience. The vast majority of YouTube videos are free to view, but there are exceptions, including subscription-based premium channels, film rentals, as well as YouTube Red, a subscription service offering ad-free access to the website and access to exclusive content made in partnership with existing users (source: Wikipedia.org). About The GAC - ICANN’s Governmental Advisory Committee (GAC):

What is the GAC? The GAC is an advisory committee to ICANN, created under the ICANN ByLaws. It provides advice to ICANN on public policy aspects of ICANN’s responsibilities with regard to the Internet Domain Name System (DNS). The GAC is not a decision-making body. It advises ICANN on issues that are within ICANN’s scope. GAC advice has a particular status under the ICANN ByLaws. Its advice must be duly taken into account by the ICANN Board, and where the Board proposes actions inconsistent with GAC advice it must give reasons for doing so and attempt to reach a mutually acceptable solution. The GAC appoints a non-voting liaison to the ICANN Board. This is normally the GAC Chair.

Who are the GAC’s Members? The GAC elects a Chair and Vice Chairs from its membership. The new (elected at ICANN 51) GAC Chair is Mr Thomas Schneider from Switzerland, and the Vice Chairs are from Argentina, Spain, Namibia, Thailand, Turkey.  GAC membership consists of national governments and distinct economies recognized in international fora; and, usually in an observer capacity, multinational governmental and treaty organisations and public authorities (including all the UN agencies with a direct interest in global Internet governance such as the ITU, UNESCO and WIPO). There are currently 150 GAC Members and 32 Observers.

Why does ICANN have a Governmental Advisory Committee? ICANN is a multi-stakeholder entity in which governments need to participate alongside the domain names industry, the technical community, business and non-commercial users, and civil society. The GAC was established in 1999, in parallel with ICANN’s first public meetings, and has operated continuously since then. ICANN looks to the GAC for advice on public policy aspects of specific issues for which ICANN has responsibility. This is an important dimension of ICANN’s work.
