With this last message, however, I think you are in danger of crossing the line into advocacy of a particular position, and this is inappropriate. Under the ICANN bylaws the community develops policy and the board reviews and approves community developed policies with an eye to the larger picture. As a board liaison to the EPDP, your job is to serve as an information channel between the team and the board and to advise the EPDP team about any issues and concerns the board has that the EPDP might not be taking into account. It is not to advocate for a particular position.
"With regard to “UAM,” it is already established policy, as developed by phase 1 of the EPDP, that we are no longer talking about “access” models we are talking about disclosure models.  See Recommendation 3 of the final report, which has been approved by the Council. So we’d appreciate it if you get up to speed and adopt the approved and correct terminology.
"Legitimately, the EC [European Commission] is motivated by BOTH the need to comply with its own law AND its desire for convenient disclosure processes. There is no inherent tension between these two as long as the disclosure processes are consistent with data protection principles. That will be a difficult job, so let us work it out. All stakeholders and views are represented here; the EC can and does speak for itself. So we don’t need your attempt to push a tendentious interpretation of their views upon us.
"Finally, when you say this: '….. that the EC’s view is that attempts to narrow ICANN’s purpose are counter-productive and the current wording needs to be revisited.'

a. Postscript to ICANN's Proposals for Unlimited Price Gouging of .ORG and .INFO registrants

"This is a sad day for the DNS industry. ICANN is not giving any consideration to end consumers (registrants.) This is yet another example of how the ICANN multi-stakeholder model does not work. ICANN chooses time and time again to ONLY act in the very narrow interest of contracted registries, including Pubic Interest Registry (PIR), Verisign and others. What is being proposed here is to give PIR the unrestricted ability to increase prices on its base of 10+ million registrants by any amount, with no restrictions whatsoever. PIR will be able to do this without any type of justification. PIR can wake up one morning and decide to arbitrary increase prices by 30%, 300% or even 3000% and this price hike will be fully permitted under the ICANN new proposed .ORG Registry Agreement between ICANN and PIR. So you have a situation where any price increases will be forced upon by 10+ million end-user registrants -- and nobody will be able intervene and make sure consumers are protected. End-users will have no choice - but to pay the higher, unjustified fees. This is extremely BAD for consumers. This is BAD for the millions of organizations that use a .org domain name. These organizations will have no choice but to pay higher fees and be entirely at mercy to PIR. It is virtually impossible to switch away from a .org domain name and use an alternative extension, simply because of enormous switching costs ...." –Don

Balance Sheet: At March 31, 2019, total cash, cash equivalents and short-term investments were $1,109.0 million, total debt was $2,451.1 million and net debt was $1,342.1 million.

Business Outlook: For the full year 2019, GoDaddy expects revenue in the range of $2.97 billion to $3.00 billion, representing full-year growth of 12% to 13%. For the second quarter ending June 30, 2019, GoDaddy expects revenue of $730 million to $740 million.

UPDATE February 21, 2019: GNSO Council Chair Keith Drazek granted the request for deferral of the vote on the EPDP Final Report to the March 4, 2019, GNSO Council meeting. Noting the GNSO's 10-day requirement for delivery of a final report before a GNSO Council vote (EPDP Final Report revisions continued through Feb 20), Drazek said the delay will "protect us from any claims of process violations." The request for deferral was made by the Business Constituency (BC) and supported by the Intellectual Property Constituency (IPC). Drazek announced that there will be no further meetings of the EPDP team until after the GNSO Council vote on March 4th. Editor's note: as a result of Drazek's ruling, both Agenda Items 4 and 5 below were deferred to March 4, 2019.

The EPDP Final Report was filed with the GNSO Council Feb 11, 2019, for the Council to begin its  deliberations and Council vote no later than March 4, 2019. b. Alert re: Published Reports of Attacks on the Domain Name System (DNS)--icann.org:  ICANN announced Feb 15, 2019, it is aware of several recent public reports regarding malicious activity targeting the Domain Name System (DNS)--"We have no indication that any ICANN organization systems have been compromised, and we are working with relevant community members to investigate reports of attacks against top-level domains (TLDs)"--more information here.

c. Registration Data Access Protocol (RDAP)--icann.org: The RDAP pilot discussion group and ICANN org are continuing discussions on RDAP implementation. ICANN org continues to work with the contracted parties to reach agreement on proposals for gTLD RDAP service level agreements (SLA) and registry reporting requirements. While RDAP delivers registration data similar to WHOIS, its implementation is expected to help standardize registration data access and query response formats. The Temporary Specification for gTLD Registration Data requires gTLD registry operators and registrars to implement a RDAP service within a 135-day period after notification from ICANN. d. Privacy and Proxy Service Provider Accreditation Program--icann.org: ICANN org will implement the Privacy and Proxy Service Provider Accreditation Program at a pace that accounts for the Expedited Policy Development Process (EPDP) Team’s work on an access model for non-public generic top-level domain (gTLD) registration data. The EPDP Team is nearing completion of the first phase of its work. It is expected that EPDP Phase 2, during which the team will consider the possibility of developing an access model for non-public gTLD registration data, will begin shortly after submission of the EPDP Team’s Final Report to the GNSO Council. More information about the implementation review team (IRT) on privacy and proxy service provider accreditation is available on the implementation status page.

The EPDP Team must limit its focus to the charter if it is to complete its work by the anticipated February 1, 2019 Final Report publication date.
Several working methods have impeded the EPDP Team’s progress. Certain EPDP Team members spent a disproportionate amount of time (including during almost every meeting) discussing -- or trying to discuss -- access. These access discussions and efforts were premature, diverted the EPDP Team’s attention from its critical prerequisite work, and negatively impacted the Team’s progress. The Initial Report reflects this diversion and lack of progress. The EPDP Team has a responsibility to the ICANN community to be diligent about remaining “in scope;” otherwise, the Team risks not completing its work by February 1, 2019.
The EPDP Team has neither agreed upon – nor in many cases even conducted – significant foundational work including defining a minimum data set, performing a data audit, and defining roles and responsibilities of parties. Further, the Purposes put forth as Recommendations in the Initial Report, only stand on the analysis conducted in the workbooks which are overtly framed as ICANN Purposes only.
It is not appropriate for any PDP WG to propose new or materially different policy recommendations in its Final Report without providing the community an opportunity to comment. This is especially true for a subject as complex and important as GDPR compliance in the domain name registration ecosystem.
The Initial Report itself raises concerns. The lack of agreement behind the individual recommendations is clear. The lack of consensus calls is clear ... Although the Initial Report is written to suggest that the EPDP Team developed the recommendations, the CPH understands that it did not. To the contrary, ICANN Staff developed the specific language of the recommendations, many of which could not be tracked back to specific EPDP Team decisions or discussions. The timing of the Initial Report (and the time diverted to access discussions) left little time for the EPDP Team to properly deliberate on all recommendations, the data elements workbooks, or the Initial Report text itself. While the CPH understands the tremendous time pressure the EPDP Team faces, it is important for the integrity of the PDP process that working group members not be surprised by Initial Report recommendations, be able to trace the origin of recommendations, and have adequate time to sufficiently deliberate those recommendations. In addition, the EPDP Team must focus on creating a report that lends itself to a clear, implementable Consensus Policy. The Initial Report is simply too ambiguous. (emphasis added)
