Video above published Aug 8, 2017, by WSJ.com: In India and elsewhere in the world, inexpensive smartphones and data plans are bringing a large, new group of users online: the uneducated and illiterate, who are adapting apps to fit their own needs and skills. Oh, BTW, good luck on trying to sell any domain names to these users.

[Editor's note: there really wasn't a need for more than two dozen new gTLDs, but that didn't stop inept ICANN nor its dysfunctional GNSO from expanding the global DNS root from just 22 gTLDs and less than 300 ccTLDs, to now over 1200 new gTLDs, an unmitigated ICANN-made disaster (see above and quotes of the week below). A better solution would have been to terminate and dissolve ICANN in 2012 or thereafter, after splitting off the IANA department, n/k/a PTI, to be run jointly by the Internet Society, Root Server Operators, and Registry Operators, and convert all (then 22) gTLDs to ccTLDs (all TLDs, both unrestricted such as .COM and .CO, and restricted such as .EDU and .EU, except .INT could be run by ITU as proposed in 2003 (pdf).) That is essentially how the internet was organized until 2000 (pdf), with .COM, .NET, and .ORG, run as open TLDs under U.S. government supervision. ICANN has proven to be unfit for the purpose for which it was intended. The "ICANN community" (particularly its policy-making GNSO) is neither representative of, nor accountable to, the global internet community, and ICANN policy-making and implementation are governed by greed, conflicts of interest, cronyism, and incompetence.]

“… DCA and Ruby Glen [Donuts affiliate] breached their agreement not to file a lawsuit against ICANN arising out of their [new gTLD] applications, as set forth in the Covenant [Covenant Not to Sue in the Applicant Guidebook].  The district court in Ruby Glen dismissed Ruby Glen’s complaint [re: .WEB] at the Federal Rule of Civil Procedure 12(b)(6) stage because of the Covenant. Neustar $NSR Under Law Firm 'Investigations' After Announcing Buyout

Neustar Inc. (NYSR: NSR) Shares Up 21% 14 Dec 2016 (source: google.com)
Domain name registry services (.CO, .US, .BIZ, et al) and technology company, Neustar Inc. (NYSR: NSR) (Principal Domain: Neustar.biz), announced prior to the market open on December 14, 2016:
[Neustar] has entered into a definitive agreement to be acquired by a private investment group led by Golden Gate Capital in a transaction valued at approximately $2.9 billion, including debt to be refinanced. Under the terms of the agreement, which was unanimously approved by Neustar’s Board of Directors, Neustar’s shareholders will receive $33.50 per share in cash. This represents a premium of 45% to Neustar’s closing stock price on November 11, 2016, the day prior to Golden Gate Capital’s filing of a Form 13F with the SEC disclosing an equity position in Neustar. An affiliate of GIC will also invest in Neustar and will become a minority owner of the Company following closing of the transaction.

Via press releases, Neustar's announcement has sparked 'investigations' by two law firms:
  • Harwood Feffer LLP (hfesq.com) is investigating potential claims against the board of directors of NeuStar, Inc. ("NeuStar" or the "Company") (NYSE: NSR) concerning the proposed acquisition of the Company by a group led by Golden Gate Capital ("Golden Gate") ... "Our investigation concerns whether the NeuStar board of directors is fulfilling its fiduciary duties, maximizing the value of the Company, disclosing all material benefits and costs, and obtaining full and fair consideration for Company stockholders." 
  • Shareholder rights law firm Johnson & Weaver, LLP (johnsonandweaver.com) has launched an investigation into whether the "board members of NeuStar, Inc. breached their fiduciary duties in connection with the proposed sale of the Company to Golden Gate Capital ..."
