More than 2,500 information and communication technology (ICT) experts from around the globe are in Geneva for the World Summit on the Information Society Forum 2018 (WSIS Forum 2018), which runs March 19-23, and is co-organized by ITU (itu.int), UNESCO (unesco.org), UNCTAD (unctad.org) and UNDP (undp.org), in close collaboration with all UN agencies.
WSIS Forum 2018 is focusing on sustainable development trends and inclusive ICT initiatives in key United Nations Sustainable Development Goals (SDGs) priority areas such as health, hunger, education, youth inclusion, employment, gender empowerment, the environment, infrastructure and innovation. [Editor's note: I don't think the ICANN Board actually intended to sabotage the Security and Stability Review (SSR2) by taking the unilateral (and unprecedented) action of suspending the SSR2 Review Team's (SSR2-RT) work, but the effect may have been the same, with the suspension now approaching two months in duration (since Oct 28). Nor is it clear what, if anything, the acquiescing AC/SOs' "leadership" is doing to re-start the review. I wouldn't be surprised if more members of the Review Team resign before the end of the month. They were clearly trying to do a thorough, conscientious job, for the global internet community, before being undercut by the ICANN Board and AC/SOs leadership. I, like many others, still do not really understand why anyone was feeling so threatened by the SSR2 Review Team work plan, particularly compared to all of the obviously dysfunctional and incompetent ICANN Working Groups and Review Teams whose work ICANN regularly funds, accepts, and implements.]

• At ICANN not much happened this week as all the head honchos were partying in Geneva, Switzerland, at WSIS Forum 2016 (see further below). Comments close this week on two issues:
• In the IANA stewardship transition, there have been no new developments reported by ICANN or its "Community." The new ICANN bylawsposted for comment are the subject of considerable discussion on the various email lists of various stakeholder groups, CCWG-Accountability, CWG-Stewardship (Names), and ICG (IANA Stewardship Transition Coordination Group). One very important constituent body, the Internet Architecture Board (IAB), has already filed its formal comment to the proposed bylaws:
".... It is the IAB's firm belief that given the time remaining to successfully conclude the transition process in 2016, the only option
is for the implementation process to remain faithful to the ICG and
CCWG-Accountability proposals. We reiterate our recommendation that
sections 1.1(d)(ii)(B)-(E) be deleted from the final Bylaws, and that
section 1.1(d)(ii)(F) be amended such that it applies only to renewals
of agreements described in section 1.1(d)(ii)(A)."

• Such a Deal!Namecheap.com is offering .XYZ domain names for only 44 cents through May 17, 2016. I once owned (as registrant) a .XYZ domain name. It was the only new gTLD domain name I have ever had in my portfolio. Network Solutions gave it to me for free (I didn't even ask for it, it was just added to my account). It was an exact match of a .COM domain name I then had at Network Solutions. I actually built a website on the .XYZ domain name as an 'experiment.' A year later (June, 2015), Network Solutions wanted almost $40 to renew the registration for 1 year. I called them up. At that point, everyone I talked to at Network Solutions had 'soured' on .XYZ, and wouldn't budge on the renewal fee. I actually would have renewed it had they been reasonable. I then contacted my two preferred reputable Domain Name Registars to see if I could transfer in the .XYZ domain name. One was neither offering .XYZ registrations nor accepting .XYZ transfers at that time. The other offered .XYZ registrations but was not accepting .XYZ transfers. I dropped the .XYZ domain name and have never looked back. My personal portfolio plan is to eventually eliminate everything but .COM domain names from the portfolio. Stick with the gold standard, it makes things so much easier.
• Speaking of domain names, it's no secret that Chinese speculators, Chinese cybersquatters (trademark infringers), and Chinese cybercriminals, have registered over 50% of all new gTLD domain names to date (note: more intelligent and wealthier Chinese have invested heavily in .COM domain names). So what does the future hold for all those Chinese new gTLD domain name registrations? One new gTLD domain industry insider says:
"As the number of new domains added to the pool keeps growing faster than the number of real people looking to create a website, it is only a matter of time before reality catches up with the Chinese investors and the bubble bursts."--Francesco Cetraro, Head of Registry Operations for .CLOUD, writing in DomainNameWire.com May 6, 2016.
• Missed noting this last week--Wall Street Journal readers are still upset with ICANN Chairman Steve Crocker's op-ed: WSJ Letters to the Editor: Why Change an Internet Regime That Works? - WSJ: "The only “risk” Mr. Crocker cites from “maintaining the status quo” is that other governments “may try to move control to organizations like the United Nations.” Don’t they already? ... Nowhere does Mr. Crocker explain how ceding U.S. stewardship 'will allow online innovation and productivity to continue to thrive'—nowhere!"

Background: The World Summit on the Information Society (WSIS) is a unique two-phase United Nations (UN) summit that was initiated in order to create an evolving multi- stakeholder platform aimed at addressing the issues raised by information and communication technologies (ICTs) through a structured and inclusive approach at the national, regional and international levels. The goal of WSIS is to achieve a common vision, desire and commitment to build a people-centric, inclusive and development-oriented Information Society where everyone can create, access, utilize and share information. The UN General Assembly Resolution 56/183 (21 December 2001) endorsed the holding of the World Summit on the Information Society (WSIS) in two phases. The first phase took place in Geneva from 10 to 12 December 2003 and the second phase took place in Tunis, from 16 to 18 November 2005. In 2003, the number of participants was 11,000 representing 175 countries and in 2005 the number of participants was more than 19,000 representing 174 countries. Since then, a cluster of WSIS-related events was held on an annual basis. In 2009, the cluster of WSIS-related events was re-branded as WSIS Forum.
Internet Governance in Transition: The ITU as a Battleground for Rival Visions: "... little noticed at the time, decisions at PP-14 nevertheless subtly but materially broadened Internet-related work at the ITU in other, potentially significant ways. These changes were accomplished through several Resolutions adopted at Busan, reflecting a strategic shift on the part of some governments that significant changes can be made merely by the adoption of Resolutions (which drive the ITU's agenda for a four-year cycle and beyond), rather than the more controversial process of changing the ITU's jurisdiction by amending the Constitution and Convention. Notably, many of the new or amended PP-14 Resolutions refocused the ITU's work beyond telecommunications and into more problematic areas such as Internet content and applications, cybersecurity, and Internet policy, among others. At the heart of the issue are very different views on whether “enhanced cooperation” is specifically about enhancing the role of governments in Internet governance, or whether it is about enhancing cooperation between all stakeholders, including governments."

Outcomes | WSIS Forum 2015: Building on the open consultation process, more than 150 sessions were held during the WSIS Forum 2015. The overall theme of the WSIS Forum 2015 this year was “Innovating Together: Enabling ICTs for Sustainable Development”. Information and Communications Technology (ICT): ICT (information and communications technology - or technologies) is an umbrella term that includes any communication device or application, encompassing: radio, television, cellular phones, computer and network hardware and software, satellite systems and so on, as well as the various services and applications.
WSIS Forum 2015 builds upon the tradition of annual WSIS May meetings, and its format is the result of open consultations with all WSIS Stakeholders. Emerging trends in 11 WSIS Action Lines both in terms of Policy and Technology are produced as an Outcome of WSIS Forum in a multistakeholder environment on an annual basis. The WSIS Forum 2015 Open Consultation Process on the Thematic Aspects and Innovations on the Format aims at ensuring the participatory and inclusive spirit of the WSIS Forum 2015 by actively engaging governments, civil society, the private sector and intergovernmental organizations in the preparatory process. The Agenda and Programme of the WSIS Forum will be built on the basis of the official submissions received during the Open Consultation Process.
Remote Participation | WSIS Forum 2015: The WSIS Process has a multi-stakeholder character. WSIS Stakeholders include governments, civil society, private sector, academia and international organizations from all parts of the world. Today, information and communication technologies (ICTs) provide the opportunity for representation and inclusion of all stakeholders in the WSIS events by way of remote participation. In order to facilitate the participation and ensure the inclusion of all WSIS Stakeholders, remote participation has been designed as an integral feature of the WSIS Forum 2015.
WSIS Stakeholders who wish to participate remotely in any of the sessions, can do so via either the Webcast Service or the Adobe Connect platform. The Webcast Service uses Real Networks software to distribute audio and video to remote participants. The media is streamed so the user does not have to wait for files to download and can access video or audio at any point. The Adobe Connect platform will allow remote participants to follow the meeting by seeing video feed from the conference room, hear what is being discussed in English, see presentations/documents under discussion, and chat with the meeting host and other remote participants. Each session will have 10–15 for questions from remote participants.
How to access: To access remote participation, simple find and click on the desired session on the Agenda and select the type of Remote Participation (Webcast or Adobe Connect). A real-time registration form will pop up and remote participants will be asked to complete it before accessing the session. Webcasts are also archived.
