Internet Freedom in Decline Worldwide, Popular Apps Under Assault

According to Freedom House, internet freedom has declined for the sixth consecutive year with more governments targeting social media and communication apps in order to inhibit anti-government protests and communications.

Among popular apps, WhatsApp is blocked in twelve countries while Facebook access has been cut off in eight, and Twitter is banned by seven nations. Users of these apps have been arrested for posting political, social or religious content. Facebook users have been arrested in 27 countries and Whatsapp users have been targeted by governments in eleven nations. The chart above shows the number of countries where the following apps are restricted/users were arrested in 2016.

ICANN Board Transmits IANA Transition Plan, What Happens Next?

Now that the IANA stewardship transition plan has been transmitted by the ICANN Board of Directors to the U.S. Department of Commerce (NTIA), what will happen once the plan is received in Washington, D.C.? Read the remarks of Larry Strickling, NTIA (excerpt and in full below), at the ICANN-GAC Meeting, Marrrakech--

Remarks of Larry Strickling, Assistant Secretary of Commerce for Communications and Information, at the ICANN GAC High Level Governmental Meeting, Marrakech, Morocco, on March 7, 2016, (emphasis added)--

"I am pleased to be here today at the third GAC High Level Governmental Meeting ... Assuming final approval of the plan by chartering organizations in the next couple of days, we expect the [ICANN] Board to transmit the proposal to us this week. Once we receive the transition proposal, we will review it, hopefully within 90 days, to ensure it meets the criteria we outlined when we announced the transition. Let me remind all of you of the specific conditions that we said that the plan must satisfy. First, the proposal must support and enhance the multistakeholder model of Internet governance, in that it should be developed by the multistakeholder community and have broad community support. More specifically, we will not accept a transition proposal that replaces the NTIA role with a government-led or intergovernmental organization solution. Second, the proposal must maintain the security, stability, and resiliency of the domain name system. Third, it must meet the needs and expectations of the global customers and partners of the IANA services. And finally, it must maintain the openness of the Internet. As promptly as we can, we will carefully evaluate the proposal and measure it against the criteria. In this effort, we will be joined by other agencies of the U.S. government that will be impacted by the transition. We will also follow the recommendations of the U.S. General Accountability Office. The U.S. Congress has a strong interest in this proposal and we expect Congress to closely monitor and review the proposal as well as our evaluation of the plan...."

Members will hear from NTIA Administrator Larry Strickling and Internet Corporation for Assigned Names and Numbers (ICANN) CEO Fadi Chehade following the ICANN 53 meeting in Buenos Aires, Argentina.

From Larry Strickling's prepared remarks: "In May 2015, I sent a letter to the chairs of the transition and accountability working groups requesting that they provide NTIA by the end of June with an update on the status of the transition planning and associated timeframes, including the community's views as to how long it will take to finalize the transition plan and implement it after it is approved.19 We are taking this information into account in order to determine the appropriate extension time period for the current contract. Following the submission of the final transition and accountability proposals, NTIA will ensure that the public and Congress is fully apprised of the specific details of the proposal. "

From Fadi Chehade's prepared remarks: "I stand with you on making sure that the stewardship role that the NTIA is transition is not now, nor ever, susceptible to being led by any government, group of governments, or intergovernmental organization. Similarly I stand with you that no other stakeholder or group of stakeholders should be in a position to exercise undue influence over ICANN." 

The House has overwhelmingly approved bipartisan legislation to ensure congressional oversight over any proposed transition. The DOTCOM Act, authored by Rep. John Shimkus (R-IL), requires that the administration certify that safeguards and accountability measures are in place prior to any transition of stewardship of the Internet Assigned Numbers Authority and provides 30 legislative days for Congress to review the plan. Companion legislation to the DOTCOM Act has also been approved by the Senate Committee on Commerce, Science, and Transportation.

"The Subcommittee on Communications and Technology, chaired by Rep. Greg Walden (R-OR), has scheduled a hearing for Wednesday, July 8, at 10:00 a.m. in room 2123 of the Rayburn House Office Building. The hearing is entitled, “Internet Governance Progress After ICANN 53.” Continuing their oversight of the administration’s work to transition key Internet functions from the United States to the multistakeholder community, members will hear from NTIA Administrator Larry Strickling and Internet Corporation for Assigned Names and Numbers CEO Fadi Chehade and discuss the status of transition efforts following the recently concluded ICANN meeting. The meeting – which included representatives from the international Internet community – continued efforts to reach agreement on the terms of the transition plan proposal and changes to ICANN’s bylaws that would be necessary to ensure ICANN is accountable to the Internet community at-large. ICANN is a non-profit corporation based in the United States."

 “Oversight and transparency are necessary parts of any proposed transition of IANA stewardship to the multi-stakeholder Internet community,” said Walden. “The House has spoken to ensure our oversight occurs before any transition is finalized. We will do our part to ensure this work stays on track and that any transition proposal preserves the open and robust internet ‎free from international government control.”

Two Congressional Hearings Wednesday on ICANN and IANA Transition

On Wednesday, May 13th, the U.S. Congress, House of Representatives, is holding two subcommittee hearings on ICANN, ICANN Accountability, and the IANA Stewardship Transition:

Hearing #1: The Subcommittee on Courts, Intellectual Property, and the Internet will hold a hearing on Wednesday, May 13, 2015, at 10:00 a.m. EDT (Time Converter) in 2141 Rayburn House Office Building, Washington, D.C. The hearing is entitled: Stakeholder Perspectives on ICANN: The .Sucks Domain and Essential Steps to Guarantee Trust and Accountability in the Internet’s Operation. The hearing will be webcast at:

The Subcommittee on Courts, Intellectual Property, and the Internet hearing will examine stakeholders perspectives on the operation of ICANN, the Internet Corporation for Assigned Names and Numbers, a non-profit California corporation, charged with managing the Internet’s domain name and addressing system. The hearing will focus on the rollout of the new .sucks domain name and the Obama Administration’s proposal to transition oversight of the Domain Name System (DNS) away from the National Telecommunications and Information Administration (NTIA).
